Beijing, June 23 (Xinhua) -- Premier Li Keqiang of The State Council recently signed Decree No. 662 of The State Council, promulgating the Decision of The State Council on Amending the Regulations on the Administration of Survey and Design of Construction Projects (hereinafter referred to as the Decision), which shall come into force as of the date of promulgation.
The current "Construction Law of the People's Republic of China", "Construction project quality management Regulations", "construction project safety production management Regulations" and other laws and administrative regulations on the construction unit, construction unit and project supervision unit of illegal behavior set the corresponding legal responsibility. "Construction engineering Survey and design Management Regulations" only survey and design units fail to prepare survey and design documents in accordance with the mandatory standards of engineering construction to set legal liability for illegal behavior, not according to the project approval documents, urban and rural planning and professional planning, construction engineering survey and design depth requirements set legal liability. In order to strictly enforce the responsibility system and strengthen accountability and supervision, a new article is added to the Decision, which clearly stipulates that any survey or design unit that fails to prepare survey or design documents for construction projects in accordance with the project approval documents, urban and rural planning and professional planning, and the depth of survey and design requirements stipulated by the state for construction projects shall be ordered to correct within a time limit; Those who fail to make corrections within the time limit shall be fined not less than 100,000 yuan but not more than 300,000 yuan; Those who cause project quality accidents or environmental pollution or ecological damage shall be ordered to stop business for rectification and their qualification level shall be lowered; If the circumstances are serious, the qualification certificate shall be revoked; If any loss is caused, it shall be liable for compensation according to law. In addition, the Decision also amended the text of individual provisions of the Regulations.
